‘Black Sea security remains highly volatile’: MEA issues advisory for Indian seafarers

New Delhi: The Ministry of External Affairs (MEA) has issued a fresh advisory asking Indian nationals to carefully assess the risks before accepting jobs on commercial vessels that operate in or pass through the Black Sea region.

The ministry said the conflict had created serious dangers for merchant ships and their crew members. Missile and drone attacks continue to threaten vessels using the maritime route.

“The security situation in and around the Black Sea and adjoining maritime areas remains highly volatile due to the ongoing conflict. Commercial vessels operating in or transiting these waters are facing significant security risks, including missile and drone attacks,” the Ministry of External Affairs said.

Indians aboard attacked vessel

The advisory came after a merchant vessel carrying four Indian nationals was hit at Ukraine’s Port of Odesa. The Indian Embassy in Kyiv said two crew members were safe. Authorities were still trying to determine the condition of the other two.

According to the ministry, attacks in the region have killed five Indian nationals since April 2026.

On July 18, an Indian seafarer died after an attack on the merchant vessel MV Omorfi while it passed through the Black Sea. It was the second attack within a week on a vessel carrying Indian crew members.

India had condemned attacks on commercial shipping and called on all sides to protect civilian seafarers and ensure safe maritime navigation.

Seafarers asked to verify terms

The MEA advised Indian seafarers to check a vessel’s planned route, security measures, insurance cover, emergency arrangements and employment conditions before accepting an assignment.

Indian nationals should “ensure that the terms of employment comply with applicable international maritime standards and provide adequate provisions for medical care, evacuation, repatriation, and compensation in the event of an emergency.”

The ministry also asked seafarers to share their travel plans with their relatives. “Keep family members informed of your itinerary and maintain regular contact,” it said.

Follow official safety advice

The MEA directed Indian nationals to follow instructions from the Directorate General of Maritime Administration, other Indian authorities, vessel operators and maritime agencies.

“Regularly monitor and comply with advisories issued by the Directorate General of Maritime Administration, and other relevant Government of India authorities, as well as safety instructions issued by vessel operators and the competent maritime authorities,” the ministry said.

Indians who need help should contact Indian embassies and consulates in the region through the emergency numbers listed in the advisory.
