UP Govt issues new character verification guidelines for recruitment | What are they
Lucknow: In a major development, the Uttar Pradesh government has tightened the rules governing character verification for government jobs. Candidates found to have participated in violent activities aimed at changing the existing system, or those involved in serious crimes, may be deemed ineligible for government employment under the clarified guidelines.

However, the government has clarified that candidates will not be denied employment solely because of their political ideology or the mere filing of a First Information Report (FIR) against them.
Under the revised guidelines, candidates involved in serious offences such as murder, dacoity, rape, outraging the modesty of a woman, corruption, terrorist activities, examination paper leaks, or organised cheating through “solver gangs” will face disqualification from government employment. Individuals associated with organisations that seek to change the existing system through violent means will also be considered ineligible.
Rules defined with greater clarity
Although these rules were already in existence, the government has now defined them more clearly. The updated guidelines include specific provisions concerning the age of an individual and the time frame of their activities.
According to the guidelines, if an individual aged 21 or above has participated in activities aimed at changing the existing system within the three years preceding the date of the background check, this may be treated as an indication that the person remains active in such activities.
The new framework emphasises the distinction between violent acts and political ideology. It clarifies that character verification for government employment must be based on established rules rather than an individual’s political beliefs.
The mere filing of an FIR or the pendency of an investigation will not, by itself, render a candidate ineligible for a government job.
Rules applicable to all departments
The Yogi Adityanath-led government has adopted this stricter approach in the wake of recent incidents involving attempts to change the existing system and various protests.
A directive in this regard has been issued by M. Devraj, Principal Secretary of the Appointments Department. Under the instructions, the police must submit character verification reports within 30 days.
The guidelines will not apply to employees already serving in government positions, although information may be sought from their previous departments.
The rules will apply to all departments, commissions and recruitment boards under the Uttar Pradesh government. However, ordinary and peaceful political demonstrations or activities will not fall within the scope of these restrictions.
The government believes that the clarified policy will promote accountability among young people while ensuring that character verification for public employment follows established criteria.
