No SIM, no WhatsApp! New SIM binding rule to take effect from January 1, 2027
The Department of Telecommunications (DoT) had earlier extended the compliance deadline to December 31, 2026, following technical concerns raised by technology companies. According to sources, Apple has now made the necessary changes to its operating system to support SIM binding. The earlier postponement was partly linked to Apple’s technical readiness. However, the company has not publicly confirmed these latest changes.

:
What is SIM binding and how will it work?
SIM binding requires messaging applications to remain connected to the same active SIM card used to register the account.
For example, if someone registers WhatsApp using a Jio number, that SIM must remain active and present in the phone. Removing the SIM or transferring it to another device could interrupt access to the application.
The requirement applies to SIM cards linked to registered mobile numbers. Simply connecting to Wi-Fi may no longer be enough to continue using affected messaging services.
:
Which messaging apps will be affected?
WhatsApp and Telegram are among the major applications expected to comply with the government’s requirements.
Sources indicate that Snapchat will be exempt from SIM binding. This represents a change from the government’s original November 2025 directions, which included Snapchat. Official confirmation of the exemption is awaited.
Signal, another popular messaging application, has reportedly not responded to the government’s notice. Its compliance status remains unclear.
Why is the government introducing SIM binding?
The government believes criminals have been exploiting messaging accounts that continue working even after the registered SIM card is removed.
Such accounts can be operated remotely, making it difficult for investigators to trace fraudsters.
According to the government, cyber fraud losses in India exceeded ₹22,800 crore during 2024. SIM binding is intended to improve accountability and reduce the misuse of Indian mobile numbers in digital arrest, impersonation and investment scams.

What changes for WhatsApp and Telegram users?
Most users who keep their registered SIM inside their phones may notice little immediate difference.
People who frequently switch devices, use separate phones for WhatsApp or depend on secondary devices could face restrictions.
The government has relaxed its earlier proposal requiring automatic logout from messaging web sessions every six hours. Web sessions will instead face risk-based checks.
With the December 31 compliance deadline approaching, January 1, 2027, is expected to mark the start of the new system, subject to final implementation directions from the DoT.
