Manipur MLA seeks ‘Operation Manipur’ calls for scrapping SoO pact after civilian killings

New Delhi: Amid renewed violence in Manipur, Sagolband MLA R.K. Imo Singh has urged Governor Ajay Kumar Bhalla to launch a time-bound security drive called ‘Operation Manipur’ and consider scrapping the Suspension of Operations (SoO) agreement with Kuki militant groups.

In a letter dated October 22, Singh called for coordinated action by the state government, Central Armed Forces, Manipur Police and other security agencies to recover illegal weapons, dismantle armed networks and enforce SoO ground rules strictly.

His demand comes after three Meitei civilians were killed at Sunulok Ching, also referred to as Nongshum Hill in an incident allegedly involving Kuki militants. The killings have renewed concerns over security and the need to prevent further violence in the state.

MLA seeks coordinated security action

Singh urged the authorities to strengthen security in vulnerable areas and take impartial action against those responsible for targeted killings. He also called for the safe rehabilitation of displaced families and the restoration of normal life while stressing that constitutional principles and human rights must be upheld without discrimination.

Acknowledging recent joint security operations that led to arrests and the recovery of weapons following the killings, the MLA said security agencies needed to maintain close coordination to rebuild public confidence and restore lasting peace.

SoO pact remains unextended, aays Home Minister

Meanwhile, Manipur Home Minister Govindas Konthoujam said on Friday that the SoO agreement with Kuki militant groups expired in the first week of September and had not been extended. He cited public opposition to continuing the arrangement as a possible reason for the decision.

Govindas said both the state and central governments were concerned about public sentiment on the issue. He added that security operations would continue in suspected areas, regardless of whether they were associated with Kuki, Meitei or Naga groups.

Three people have been arrested in connection with the civilian killings. The minister said they were suspected of belonging to the Kuki National Front (KNF), although their faction had not been confirmed. The investigation is ongoing.

Security operation at Designated Camp

Following the killings, joint security forces including the CRPF and CoBRA personnel, searched the Sinai designated camp as part of the investigation.

According to Govindas, 18 people were found at the camp. Only one was identified as a KNF cadre under the SoO arrangement while the other 17 were not identified as SoO cadres. The minister said the 17 had been detained and were to be formally arrested on Friday.

He added that, since the pact had expired and was not extended, the situation could not be treated as a violation of an active agreement. Security operations, he said, would continue in all suspected areas without exemption for any group or camp.
