Lok Sabha passes Anti-Paper Leak bill amid ruckus, Opposition walk-out

New Delhi: The Public Examination (Prevention of Unfair Means) Amendment Bill, 2026, popularly known as the Anti-Paper Leak Bill, has been passed in the on Tuesday. The bill was passed following the ruckus in the Lower House of Parliament after Leader of the Opposition accused the Home Minister of ordering the use of pellet guns against protesting students on July 20 in the national capital. The bill was passed through Voice Vote.

The Lower House of the Parliament witnessed ruckus during the speech of Leader of the Opposition Rahul Gandhi. In his speech, Rahul Gandhi accused Union Home Minister Amit Shah over the use of pellet guns on protesting students during the recent protests. Rejecting his statements, the government asked him to show proof of his allegations.

Addressing the Lok Sabha, Rahul Gandhi claimed that Home Minister Amit Shah did not attend Lok Sabha as he was “scared”. His remarks attracted criticism from the treasury benches. Raising his objections, Union Parliamentary Affairs Minister Kiren Rijiju said, “On what basis have you said this? This is highly objectionable. You should apologize.”

“The soul of the system has been captured by the RSS. Dharmendra Pradhan did not run education ministry. It was run by the RSS. Students have to buy this nonsensical history that RSS fantasises about. Your real enemy is the RSS. It is they who want you to be andhbhakts,” he added further.

“There can be two possible scenarios. One is that the Home Minister issued the order. The second is that the Home Minister was unaware that firing would take place. In the first case, he is culpable; in the second, he is incompetent—it has to be one of the two; there is no third possibility. If the Home Minister didn’t even know that shots were being fired, it means he is incompetent; otherwise, if he ordered it, he is culpable,” news agency ANI quoted Rahul Gandhi as saying while speaking to the media.
