TRAI proposes new AI guidelines for Jio, Airtel, Vi and BSNL: What changes?

India’s telecom regulator has taken another step towards regulating the use of artificial intelligence in the country’s communication networks. The Telecom Regulatory Authority of India (TRAI) on Friday, October 30, released draft guidelines for the responsible use of AI by telecom companies and service providers. The move comes as operators increasingly use AI to manage networks, automate services and handle large volumes of customer-related information.

The proposed guidelines cover AI used in telecommunication networks and the delivery of telecom services. TRAI has invited comments from industry representatives and other stakeholders until November 27, 2026. The regulator says the aim is to bring greater accountability and clarity to AI adoption in a sector that supports essential communication services, businesses, emergency response systems and critical national infrastructure.

Why is TRAI introducing AI guidelines for telecom companies?

Telecom networks are becoming increasingly dependent on software and automated systems. AI can help companies detect network problems, predict equipment failures, manage traffic and assist customers.

These applications can improve operations, but they raise questions about accountability, reliability and how companies manage the risks associated with automated decisions.

TRAI said the telecom sector plays an important role in national security, emergency communications and the delivery of essential digital services.

The regulator wants telecom operators to follow a consistent approach when adopting AI.

What are the seven principles behind India’s AI guidelines?

The proposed telecom framework follows the India AI Governance Guidelines released by the government in February 2026.

Those guidelines identify seven principles:

  1. Trust is the Foundation

  2. People First

  3. Innovation over Restraint

  4. Fairness & Equity

  5. Accountability

  6. Understandable by Design

  7. Safety, Resilience & Sustainability

These principles are intended to guide organisations in developing and using AI responsibly.

The government’s broader framework calls for clarity and accountability among companies developing or deploying AI systems.

What will the proposed rules mean for telecom operators?

The guidelines could affect how companies such as Jio, Airtel, Vodafone Idea and BSNL develop and deploy AI systems.

For example, AI can help identify unusual network activity, predict outages and manage customer support requests. Poorly tested systems could create problems if they make incorrect decisions or fail during emergencies.

TRAI’s proposal seeks to apply the government’s AI governance principles to these telecom activities. The press release does not specify any new penalties, mandatory AI audits or immediate compliance requirements.

How can stakeholders submit comments?

TRAI has published the draft on its official website and invited written feedback until November 27, 2026.

Stakeholders can submit their suggestions electronically to Akhilesh Kumar Trivedi, Advisor for Networks, Spectrum and Licensing, at advmn@trai.gov.in.

The regulator will consider submissions as part of its consultation process before deciding the next steps.
