Omar Abdullah Cabinet Reshuffle: Jammu plains left without minister, Kashmir gets four
The reshuffle took place on Tuesday, October 27, 2026, when four National Conference legislators from the Kashmir Valley joined the government. With the new appointments, seven of the nine Cabinet members, including the Chief Minister, now represent the Valley. The remaining two come from the Pir Panjal region of Jammu division. The changes have raised questions about political representation in a Union Territory where regional balance has long been a sensitive issue.

:
Who are the four new ministers in Omar Abdullah’s Cabinet?
Lieutenant Governor Manoj Sinha administered the oath of office to four National Conference leaders at Lok Bhawan in Srinagar.
The new ministers are:
- Ali Mohammad Sagar: Seven-time MLA from Khanyar in Srinagar and a former minister.
- Shameema Firdous: MLA from Habba Kadal in Srinagar and former chairperson of the J&K State Commission for Women.
- Mir Saifullah: MLA from Trehgam in Kupwara and former Law Minister.
- Altaf Ahmad Wani: Popularly known as Altaf Kaloo, the MLA represents Pahalgam in Anantnag district.
The reshuffle brings several experienced National Conference leaders back into government.
:
Why has Jammu lost its Cabinet representation?
Satish Sharma, the Independent MLA from Chhamb in Jammu district, had joined Abdullah’s government in October 2024.
His inclusion provided representation to the Jammu plains, where the BJP enjoys considerable electoral support.
Sharma’s removal changes that arrangement.
Deputy Chief Minister Surinder Choudhary and minister Javed Rana continue to represent Jammu division through the Pir Panjal region, which includes areas such as Rajouri and Poonch.
The Chenab Valley, covering Doda, Kishtwar and Ramban, remains without a Cabinet representative.
This means the wider Jammu division retains two ministers, but the Jammu plains and Chenab Valley have no direct representation.
:
What is the political calculation behind the reshuffle?
The National Conference won 42 Assembly seats in the 2024 elections, including 35 in the Kashmir Valley. The BJP secured 29 seats, all from Jammu division.
According to The Indian Express, Abdullah’s decision is being viewed as an attempt to strengthen the National Conference’s position in the Valley, where the party faces competition from the Peoples Democratic Party.
The reshuffle has created dissatisfaction among some senior National Conference leaders who were expecting ministerial positions.
The Congress, which supports the government, has stayed out of the Cabinet and maintained its demand for the restoration of Jammu and Kashmir’s statehood.
:
What happens next for Jammu?
The reshuffle could sharpen the political debate over regional representation, particularly in Jammu’s Hindu-majority districts.
The National Conference maintains that the continued presence of Surinder Choudhary and Javed Rana provides representation to Jammu division.
For residents of Jammu, Samba, Kathua and Udhampur, the immediate political reality is that their districts no longer have a minister in the government.
With the Council of Ministers now at its maximum permitted strength of nine, any fresh appointment would require another change in the Cabinet.
The question facing Abdullah is whether his government can maintain confidence across both regions as the political focus increasingly shifts towards the Kashmir Valley.
