MDR Inevitable, But Only After Deepawali

The implementation of the merchant discount rate (MDR) on UPI transactions above Rs 2000 from October 15 has been deferred till after Deepawali. It may be mentioned here that Hans had carried a report saying that there was a possibility of deferring the implementation of MDR on October 8.

Various stakeholders had raised several questions regarding the impact of the MDR on traders and whether or not it will be passed on to the consumer. Following several rounds of meetings with the Services Steering Committee of UPI headed by NCPI the officials felt that deferment would help the merchant payments be free of MDR during the festival season.

MDR is a fee merchants pay for processing digital payments. Under the announced framework, a 0.40% charge would apply to eligible person-to-merchant (P2M) UPI transactions above ₹2,000, capped at ₹300 per transaction.

While the government has said that the MDR would be implemented after Deepawali, it is not yet known whether it would agree to exempt businesses with annual turnover of up to ₹40 Lakh or not, sources said.
