Instead of hastily imposing emergency restrictions after the increase in pollution, the Delhi government this time has already notified the 'Winter Air Quality Management System' to be implemented from November to February. Under this new system, strict control measures have already been decided on activities like vehicles, construction activities, parking, office timings and open burning of garbage. This arrangement will normally be in effect from 1 November to 28 February each year and will work in parallel with the Commission's GRAP for Air Quality Management.

Due to this, common people, shopkeepers, traders, industries and institutions had to face a lot of trouble in adapting themselves to these sudden changes. This time, through the new system, the government has already made it clear what strict steps can be taken if the air condition worsens between November and February. This advance announcement will give full time to the citizens of Delhi, RWAs, industries, construction agencies and government departments to make their preparations mentally and practically in advance. Without valid PUC, not a single drop of petrol will be available, no entry even on commercial vehicles

Now fuel (petrol or diesel) will be given at petrol pumps only to those vehicles which have a valid Pollution Control Certificate (PUC). Vehicles without valid PUC will not get fuel. Apart from this, there will be a complete ban on entry of non-BS-6 commercial vehicles registered outside Delhi from November 1 to January 31 in Delhi. However, it is a matter of relief that CNG, Electric (EV), vehicles related to emergency services and government works will be completely exempted from this ban.

Pockets will be affected, parking fee will double; Provision for 50% work from home in offices To reduce the use of private vehicles on the roads during winter and to encourage people to use public transport like metro and buses, parking fees will be directly doubled at all authorized parking spots in Delhi from November 1 to February 28. Along with this, the system of Staggered Office Timings can be implemented to reduce the traffic pressure on the roads and heavy rush in the morning and evening. During pollution, only a maximum of 50 percent physical attendance will be allowed in government and private offices, while a provision for work from home has been made for the remaining 50 percent of the employees. However, essential and emergency services are excluded from this rule. Government's third eye will be on construction works, violation of rules will be heavy

Dust blown by construction and demolition activities in Delhi is considered a major and main cause of pollution. In view of this, the government has issued instructions to all project operators and construction agencies. Strict instructions have been given to keep your action plan ready in advance. From November 1 to January 31, all construction work will be allowed only with strict environmental standards and dust control measures. At the same time, between December 10 and January 20 (when pollution levels in Delhi are expected to reach its peak), additional and stricter restrictions may be imposed on construction activities. Adoption of anti-smog guns, mist systems and other dust control measures will be made completely mandatory at all large construction sites.

There will be jail for burning fire in the open, drones will keep an eye on every nook and corner from the sky A strict and foolproof action plan has also been made to prevent incidents of open burning of garbage, leaves, plastic and other harmful materials during the winter season. RWAs, local institutions, contractors and other concerned agencies will be entrusted with the major responsibility of completely banning such activities in their respective areas. Employers will have to make alternative heating arrangements to curb the tendency of security personnel and other employees to light fires at night during winters to escape the cold. To strictly enforce all these rules at the ground level, field surveillance will be greatly strengthened and this time the help of drone-based surveillance will also be taken to catch the violators red handed.
