AP State tweaks EV policy to speed up investments
Amaravati: The state government revised the operational guidelines of its Sustainable Electric Mobility Policy (4.0) 2024-29, to accelerate investments in the state’s electric mobility ecosystem, promoting electric vehicle manufacturing, expanding charging infrastructure and supporting the transition to cleaner transportation.

The amendments are intended to strengthen implementation of the state’s flagship EV policy by removing procedural bottlenecks, making investment facilitation more efficient and enabling faster rollout of projects across the electric mobility value chain.
The revised guidelines follow an administrative review by the directorate of industries and consultations with stakeholders, who sought greater clarity in implementation, simplified inspection procedures and more practical timelines for availing incentives. Among the major changes, the government has restructured the inspection mechanism by linking inspections to the scale of investment instead of enterprise category. Projects with investments of up to Rs 1 crore will be inspected by industrial promotion officers, those between Rs 1 crore and Rs 10 crore by assistant or deputy directors, while projects above Rs 10 crore will be handled by general managers of district industries centres.
The amendments also provide greater flexibility for investors by extending the deadline for claiming investment subsidy, decarbonisation subsidy and reimbursement of stamp duty, registration charges and land conversion fees.
Eligible enterprises can now submit claims within six months from either the commencement of commercial production or the date of issue of the operational guidelines, whichever is applicable.
The government has also prescribed a six-month period for claiming reimbursement of quality certification costs and clarified the eligibility criteria for electric vehicle purchase incentives by aligning vehicle categories with the Central Motor Vehicle Rules (CMVR). Purchase incentive claims must be filed within six months of obtaining the High Security Registration Plate (HSRP).
Industries department officials said the amendments are designed to improve transparency, reduce implementation delays and ensure smoother execution of the state’s electric mobility policy, which aims to position Andhra Pradesh as a competitive destination for EV manufacturing and clean mobility investments.
