Deputation orders remain unimplemented, raising questions over monitoring

Kurnool: Questions have arisen over the implementation of official proceedings in the Kurnool district administration after Deputy Tahsildar SMD Rafi allegedly continued in his existing position at the National Highways project office despite two separate deputation orders issued by senior district officials within six months. According to official records, the District Collector issued proceedings on February 5, 2026, deputing him as In-charge Tahsildar of Chippagiri. Subsequently, on August 22, 2026, the Joint Collector issued another deputation order assigning him to Adoni as part of the deployment of Deputy Tahsildar-cadre officials for the Special Intensive Revision (SIR) of electoral rolls. However, he reportedly continued at the National Highways project office without being formally relieved, raising questions over the non-implementation of both proceedings.

When contacted by The Hans India, Rafi stated that he was the only son and had to look after his ailing mother, citing family responsibilities as the reason for seeking continuation in Kurnool. However, this explanation has come under scrutiny following claims that he has another brother and a sister. Sources alleged that he cited being the only son before the district authorities to seek exemption from deputation. The administration needs to clarify whether he submitted any formal representation and whether the competent authority permitted him to continue at his existing place of posting. The authenticity of the family-related grounds also requires verification before any conclusions are drawn.

Meanwhile, questions have also been raised over the administrative arrangements at the National Highways project office. Sources claim that another Deputy Tahsildar deputed from Tuggali has assumed responsibilities there, while Rafi reportedly continues in his existing position despite the Adoni deputation proceedings. The exact nature of the responsibilities assigned to different personnel and the authority under which they are functioning require clarification from the concerned officials.

More importantly, the issue has raised questions about supervisory responsibility and accountability in the district administration. When the Collector and Joint Collector issue deputation orders, are they not expected to monitor their implementation and verify whether the officials concerned have been relieved from their existing duties and joined their assigned posts? How could two separate proceedings allegedly remain unimplemented without attracting the attention of the competent authorities? Social activists and concerned citizens have sought a comprehensive inquiry into the matter, demanding clarification on the status of both deputation orders, the circumstances behind the employee’s continuation and the alleged failure to monitor their implementation. They have also urged the administration to fix responsibility and ensure strict compliance with official proceedings.
