Special Parliament Session Likely in October-End; Delimitation, Women’s Bill on Agenda

A special session of Parliament is likely to be convened in the last week of October to discuss and pass two important Bills on delimitation and women’s reservation.

According to information available, the notification for the special session would be issued sometime next week.

However, it remains to be seen whether the opposition would allow the special session to function or will resort to disruption of the house raising issue of resignation of CEC Gyaneshwar Kumar and the recent alleged police brutality during the protests. They may also move the impeachment motion.

It may be mentioned here that Constitution (131st Amendment) Bill, 2026 was introduced in the Lok Sabha on April 16, 2026, to facilitate women’s reservation through delimitation. It failed to secure the required special majority on the motion for consideration.

The Congress and its allies insisted that the 33% quota for women should be implemented without linking it to delimitation. The 2023 Women’s Reservation Act had linked implementation to a future Census and delimitation exercise.

The central political question is if both sides say they support women’s reservation, why could they not agree on how to implement it? The dispute is about the timing and method of implementation, the distribution of parliamentary seats, and the balance of political power among states.

Opposition parties argued that changes as proposed in bill that was brought before the house in April could benefit the BJP electorally by altering the distribution of parliamentary representation.

As regards the delimitation bill is concerned, Tamil Nadu, Kerala, Telangana, and Karnataka are concerned that a population-based redistribution of seats could increase the relative strength of more populous northern states. The centre had proposed a flat 50% increase in Lok Sabha seats in all the states. But the opposition is opposing this proposal also.
